Unions apply for entry permits on behalf of a proposed permit holder. The proposed permit holder must complete training on their rights and responsibilities before we issue a permit.

Training to hold a Fair Work entry permit
Right of entry training explains the rights and responsibilities of permit holders.
Before we can issue a permit, the proposed permit holder must complete appropriate training. Training completed with an organisation on the list below will usually be considered appropriate.
The permit application should include evidence such as:
- a certificate
- an attendance sheet
- an affidavit
- a declaration
- a letter.
The proposed permit holder's correct legal name must appear on the evidence of training. We may ask for more information if the names do not match.

When to do your training
Permit holders should complete training before you apply for a Fair Work entry permit.

Training to hold a WHS entry permit
Before we can issue a WHS entry permit, we must see that the proposed permit holder completed an approved training course. The training must be approved by Comcare. See the Comcare website for a list of approved training providers.
The proposed permit holder must obtain evidence that they did the training. You need to give us this evidence when you apply for a permit.
